Prepare start

Entry workflow for the prepare phase. The prepare phase runs before discover and is used for out-of-band setup (for example powering the machine on and bringing it to PXE) that must run in a separate Context rather than on the machine. Set universal/prepare-phase-context to that Context and populate universal/prepare-phase-workflows with the prepare work; both are empty by default, so the phase is skipped unless configured.
