Create or update local user accounts

Creates or updates the local user accounts listed in the local-users Param, setting the username, full name, password, home directory, login shell, and supplementary groups of each. Safe to re-run.

Linux uses useradd/usermod, chpasswd, and groupadd; Windows uses New-LocalUser/Set-LocalUser and Add-LocalGroupMember. See the local-users Param for the entry format and the platform differences.
