[DEPRECATED] Ubuntu 18.04 install stage - compatibility stub
Compatibility stub for the removed Ubuntu 18.04 install stage.
Ubuntu 18.04 is EOL; its bootenv and install content were removed in v4.17
(product-backlog#1054). Field, cloned, and third-party workflows
(e.g. ubuntu-base, ubuntu-base-clone, image-build-ubuntu-bionic,
rackn-api-training) still reference the ubuntu-18.04-install stage by
name. Until an atomic batch-upgrade path exists across co-dependent
content packs, removing this stage breaks the upgrade of existing
installs with a "Stage ubuntu-18.04-install in use by workflows:ubuntu-base"
(422) error.
This inert stub restores the stage name so co-dependent installs upgrade cleanly. It sets no BootEnv and runs no tasks, so it performs no install. Remove once a batch-upgrade path exists and no content references it (targeted for v4.19).
