[DEPRECATED] Fedora 34 install stage - compatibility stub

Compatibility stub for the removed Fedora 34 install stage.

Fedora 34 is EOL; its bootenv and install content were removed in v4.17 (product-backlog#1054). Field, cloned, and third-party workflows (e.g. fedora-34-base) still reference the fedora-34-install stage by name. Until an atomic batch-upgrade path exists across co-dependent content packs, removing this stage breaks the upgrade of existing installs with a "Stage fedora-34-install in use by workflows:fedora-34-base" (422) error.

This inert stub restores the stage name so co-dependent installs upgrade cleanly. It sets no BootEnv and runs no tasks, so it performs no install. Remove once a batch-upgrade path exists and no content references it (targeted for v4.19).
