[DEPRECATED] CentOS 7 install stage - compatibility stub

Compatibility stub for the removed CentOS 7 install stage.

CentOS 7 is EOL; its bootenv and install content were removed in v4.17 (product-backlog#1054). Field, cloned, and third-party workflows (e.g. centos-7-base) still reference the centos-7-install stage by name. Until an atomic batch-upgrade path exists across co-dependent content packs, removing this stage breaks the upgrade of existing installs with a "Stage centos-7-install in use by workflows:centos-7-base" (422) error.

This inert stub restores the stage name so co-dependent installs upgrade cleanly. It sets no BootEnv and runs no tasks, so it performs no install. Remove once a batch-upgrade path exists and no content references it (targeted for v4.19).
