Pipeline variant: installs RHEL Server 8 (latest minor) in the OS phase

Installs RHEL Server 8 (latest minor) during the OS phase. Inherits the standard phase chain from the default Pipeline and binds the universal-application-rhel-server-8-min profile to select the OS. Apply a specific point-release universal-application profile to override the minor version.
