Pipeline variant: installs Debian 11 (Bullseye) in the OS phase

Installs Debian 11 (Bullseye) during the OS phase. Inherits the standard phase chain from the default Pipeline and binds the universal-application-debian-11 profile to select the OS. Apply a specific point-release universal-application profile to override the minor version.
