Enable USB NIC construction during Lenovo firmware flashing

Controls whether the USB NIC (LAN-over-USB) interface is configured before running OneCli firmware operations. Older systems require this to communicate with the IMM/XCC BMC in-band. Newer versions of OneCli can handle BMC communication automatically without manual USB NIC setup. Set to false on systems that lack USB NIC hardware or when using a recent OneCli version that manages LAN-over-USB internally.
