Minimal Stage for Local O/S

Provides a mimial Universal Workflow for local starting in specialized environments, like ESXi, or when comming out of maintenance Workflows.

Unlike universal-start, this workflow is intended to as a midpoint in a Pipeline. See universal-start.

This pipeline is intended to force the bootenv to local. It will attempt to make sure that the system is booting from the local disk by setting changing the bootenv if not already local.
