Test Rocky 9 cloud image using a raw image in an eikon/plan.

The image was downloaded and recompressed using the following commands.

curl -L https://dl.rockylinux.org/pub/rocky/9/images/x86_64/Rocky-9-GenericCloud-Base.latest.x86_64.qcow2
qemu-img convert -O raw Rocky-9-GenericCloud-Base.latest.x86_64.qcow2 disk.raw; zstd disk.raw -o rocky9.raw.zst
drpcli files upload rocky9.raw.zst as images/eikon/rocky9.raw.zst

There is no sha256sum provided for the image. The example uses the latest image which is updated regularly.
