Should we create a service user for dr-provision for this machine

Set this value to false to skip creating a service user on the IPMI controller on this machine Set it to true to create a service user named dr-provision with a randomly generated password

The service user's name and password are written to ipmi/username and ipmi/password on the machine, where they win over credentials set in any profile.
