Enable to allow the IPMI plugin to attempt OOB Discovery

When this parameter is set to true in the IPMI plugin configuration, then the IPMI plugin will attempt to perform OOB discovery operations in response to events from dr-provision and actions invoked against the plugin.

Setting this option to false will stop all pending and in-progress discovery operations.
