Enable or Disable the 'drpcli net autogen' argument '--bind-mac'

Boolean value that enables or disables the drpcli net autogen command use of the --bind-mac option.

By default binding network topology configs to the interface MAC address is true. To disable this behavior and use name based binding, set this flag to false.
